I am Dr. Carlos Villalobos, an economist specializing in public finance, poverty analysis, energy economics, health economics, development economics, and structural epistemology, with a strong empirical focus on institutional design and policy evaluation in Latin America.
My work explores the behavioral dynamics of intergovernmental transfers, the effectiveness of social and energy subsidies, and the structural determinants of poverty. Recently, I've also delved into the epistemological foundations of economic systems, examining how institutions adapt to contradiction and uncertainty.

I am a Chilean economist who integrates rigorous empirical analysis with a unique focus on how knowledge is produced and evolves within economic systems. Currently, I am an Assistant Professor at the Universidad de Talca.
My work spans intergovernmental transfers, social subsidies, and the structural determinants of inequality, with significant experience in Latin America. I hold a Ph.D. from the University of Göttingen under the supervision of Prof. Dr. Stephan Klasen and have taught at Göttingen and Heidelberg, emphasizing interdisciplinary approaches.
Recipient of Chile's prestigious Fondecyt Regular grant (2023), my research has been published in journals like World Development, Energy Policy, and Economic Analysis and Policy. In parallel, I consult internationally for organizations including the World Bank, IDB, UNDP, and UNICEF, applying advanced econometric tools to social policy design and evaluation.
